Senator Torgerson, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 1386. Without objection, CS FOR SENATE BILL NO. 157(FIN) An Act relating to power cost equalization; relating to appropriations from the National Petroleum Reserve - Alaska special revenue fund to the power cost equalization and rural electric capitalization fund; relating to the power cost equalization and rural electric capitalization fund and the four dam pool transfer fund; and providing for an effective date was adopted and read the second time. Amendment No. 1 was not offered. 1999-05-13 Senate Journal Page 1427 SB 157 Senator Taylor offered Amendment No. 2 : Page 2, line 17: Delete "(A) except as provided in (B) of this paragraph," Page 2, lines 21 - 28: Delete "(B) as of the date of any Alaska Industrial Development and Export Authority determination that sufficient money is available to complete the power transmission intertie between the Swan Lake and Tyee Lake hydroelectric projects without using the amounts that would otherwise be transferred to the Southeast energy fund under (A) of this paragraph, those amounts are instead transferred to the power cost equalization and rural electric capitalization fund to be used for power cost equalization and rural electric projects ¦AND" Insert "¦; AND" Senator Taylor moved for the adoption of Amendment No. 2. Senator Adams objected, then withdrew his objection. There being no further objections, Amendment No. 2 was adopted. Senator Mackie moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. Senator Mackie moved the effective date clause. The question being: Shall the effective date clause be adopted?
